Valley Loses Water Champion

NRS would like to pay respect to a good friend and colleague, Robert Burkhart, General Manger of Valley Municipal Utility District #2. Robert passed away on April 30 after a valiant battle with cancer. Our prayers go out to his family. Robert was a key player in alternative water supplies for the valley, and will be greatly missed.

Fall/Winter 2010 News Briefs

Texas Water Development Board Executive Administrator J. Kevin Ward will be stepping down to serve as general manager of the Trinity River Authority. Mr. Ward has been with the TWDB in various capacities for over 20 years. Click here for more information.

The Innovative Water Technologies section of the TWDB has released its 2010 Biennial Report on Seawater Deslination. Topics covered in the report include "the results of TWDB's studies and activities related to seawater desalination during the preceding biennium; the impediments to implementing seawater desalination projects; the role that the State should play in furthering the development of large-scale seawater desalination projects in the state; and the appropriation needed to continue investigating water desalination activities in the state during the next biennium." Texas' Sunset Advisory Commission has released its staff report on the Texas Commission on Environmental Quailty. The SAC conducts regular assessments of state agencies to determine if their functions are still relevant and if changes to their mission and/or operations are needed.

Befesa WaterBuild and NRS Sign First Design-Build Contract for Desalination Facility in Texas

The North Alamo Water Supply Corporation, one of Texas' largest water utilities, has contracted with Befesa WaterBuild and NRS Consulting Engineers to design and build a $6 million brackish groundwater desalination plant near its existing surface water treatment plant in Donna. This is the first brackish desalination facility in Texas to be financed using the design-build method.

The new treatment facility will use reverse osmosis to treat brackish groundwater, and will initially produce 2 MGD. The facility will be designed so it can be easily expanded at a later date. The project is expected to take 18 months to complete.

NRS previously designed a similar 2.25 MGD brackish desalination facility for NAWSC and two partner utilities (East Rio Hondo WSC and, at the time, the City of Primera) in 2007. The steps taken to design and construct the North Cameron Regional Water Supply Project, as it is called, were documented by NRS in the award-winning Guidance Manual for Brackish Groundwater Desalination in Texas (available online at www.desal.org). "We are very excited about this project," said NRS Principal Bill Norris. "This is the first time a Texas private water supply system has chosen to use the design-build method to deliver a desalination project. It's been used for transportation projects, shopping centers and other public buildings in Texas, but this is the first time it will be used for a desalination facility. The potential for future, bigger water and wastewater projects is huge."

The NAWSC service area boundary encompasses 973 square miles, serving more than 33,000 meter connections and an estimated 140,000 people. There are approximately 2,500 miles of pipeline in the system. In addition to brackish groundwater, NAWSC treats surface water from the Rio Grande at six different facilities. NAWSC also provides wastewater treatment services at six different facilities.

NRS Finishes Report on American Samoa Water Supply System

In 2009, NRS Consulting Engineers evaluated the condition and performance of the American Samoa Power Authority (ASPA) water supply facilities in the Pago Pago Harbor area. American Samoa is the only United States territory located south of the equator. The territory consists of a small group of five islands and two coral atolls in the South Pacific Ocean, approximately half way between Hawaii and New Zealand.

As part of their evaluation, NRS developed recommended improvements to the system. Primary challenges in this study area include insufficient system pressure to meet demands, concerns over water quality, and delivery system inefficiency.

Over the course of the year-long study, NRS engineering and planning teams made four trips to Pago Pago to assess the overall condition of the water system, understand operational objectives and challenges, and meet with ASPA management. It was originally envisioned that possible improvements would have to include those that increased water production, such as improving the operation of the Fagatogo and Vaipito microfiltration plants, developing new production wells, importing additional water from outside the study area, and possibly developing impaired water treatment capability (such as brackish groundwater or seawater desalination).

However, during the study, official notice from Chicken of the Sea, Inc. was provided to the American Samoa government that Samoa Packing would close its tuna canning operations effective September 30, 2009. This is one of two tuna cannery facilities in American Samoa, and Samoa Packing uses approximately half of their combined average consumption of 2.1 million gallons of water per day. Together, these two customers account for over 50 percent of the total demand in the study area. The anticipated loss of this large demand required a re-evaluation of potential improvement strategies.

Based on the results of modeling analyses, it was determined that current groundwater production capacity would be sufficient to meet projected short-term (2009) and long-term (2030) demands after the cannery closure. However, certain improvements in the water supply facilities and operation practices would be necessary. The total estimated cost for the improvement plan was approximate $4.4 million.

On September 29, 2009, a large earthquake in the South Pacific generated tsunami waves as high as 15 feet in some areas of the Samoa and American Samoa Islands. Several other countries were also affected by the tsunami, including Tonga, Fiji, the Cook Islands, and Japan. The United States Geological Survey reports a death toll of at least 129 from the event, with an additional 204 injured and a number of people still missing.

The NRS family continues to wish our friends in American Samoa all the best as they recover from this natural disaster in 2010.

NRS Travels to Dubai for IDA World Congress

Four key leaders of Befesa WaterBuild and NRS Consulting Engineers attended the International Desalination Association (IDA) World Congress in Dubai, United Arab Emirates, in November 2009. Because of its lack of fresh water, the Middle East is the site of some of the world's largest seawater desalinations facilities, including both thermal evaporation and reverse osmosis technologies.

Jacob M. White, P.E., NRS' Director of Engineering, gave a presentation at the conference regarding Texas' first seawater desalination pilot plant on the Brownsville Ship Channel. The pilot was partially funded by Brownsville Public Utilities Board and the Texas Water Development Board, as part of the governor's desalination initiative. In spite of turbidity issues caused by passing ships, the pilot plant was able to produce high-quality drinking water through several treatment processes, including conventional pretreatment, ultrafiltration pretreatment, and high-pressure reverse osmosis. This presentation was one of several at the congress that highlighted global accomplishments in desalination over the past two years.

The 2009 World Congress set record attendance and featured a sold-out exhibition hall with 67 of the world's leading companies in desalination technologies and service. NRS' partner, Befesa Agua, used the opportunity to bring together its international team, including business development directors from the Middle East, India, China, Maghreb, Latin America, United States offices, and senior leadership from the central offices in Madrid and Seville. The week was focused on networking with clients and vendors and included a private dinner in the Arabian desert hosted by Befesa.

NRS and Befesa WaterBuild Sponsor AMTA Conference

True Texas and Spanish hospitality was on display when the American Membrane Technology Association (AMTA) held its annual conference in Austin, Texas, July 13-16, 2009. NRS Consulting Engineers and Befesa WaterBuild were Platinum Sponsors of the event and hosted a private party at the legendary barbeque restaurant, Iron Works.

NRS principal Joseph W. Norris, P.E., welcomed all attendees during the conference's opening session as the president the South Central Membrane Association, an AMTA regional affiliate.

During the conference, NRS principal Jesus Leal, P.E., gave a presentation on the Brownsville Public Utilities Board's seawater desalination demonstration project that NRS designed and piloted for BPUB and the State of Texas.

At the barbeque, State Sen. Eddie Lucio and State Rep. Eddie Lucio, III presented Befesa Agua CEO Guillermo Bravo with a cowboy hat and a certificate signed by Gov. Rick Perry declaring Bravo an "honored guest" of the state. Also, Brownsville singing sensation Bree Stevens entertained the crowd with her beautiful songs.

"We thought as the state's leading engineering firm that designs desalination projects, NRS needed to make a strong showing when AMTA came to Texas," said Norris. "It was also a great opportunity for us to introduce Befesa's capabilities and leadership to the American membrane market."

Befesa Named "Desalination Company of the Year"

Befesa Agua of Spain, which recently merged with NRS Consulting Engineers and WaterBuild, was voted "Desalination Company of the Year" by its peers during the 2009 Global Water Awards in Zurich, Switzerland.

This award is given annually to the company that "made the greatest overall contribution to the desalination industry." Voters include members of the International Private Water Association, the International Desalination Association, and subscribers of two publications, Global Water Intelligence and Water Desalination Report. NRS Wins Watermark Award

The Texas Section of the American Water Works Association (TAWWA) and the Water Environment Association of Texas (WEAT) have named NRS Consulting Engineers the winner of a 2009 Watermark Award for communications. The award will be presented at the Texas Water '09 conference in Galveston on April 16.

NRS won the Watermark Award for its work creating the Guidance Manual for Brackish Groundwater Desalination in Texas for the Texas Water Development Board. It has been described as a "road map" for communities that are considering using brackish groundwater to supplement their water supplies. MORE

NRS and Befesa WaterBuild Participate in Texas Water Day 2009

The principals of NRS and Befesa WaterBuild, along with the leaders of the Befesa Agua's International Division, met with congressional leaders as part of Texas Water Day in Washington, D.C. on February 4, 2009. The Texas Water Conservation Association organizes Texas Water Day every year so that professionals and volunteers involved with water supply and treatment in Texas can talk with the Texas delegation about current issues of concern.

Texas Lawmakers Tour Southmost Brackish Desal Plant

As part of the Rio Grande Valley Partnership's 2009 legislative tour, lawmakers from across the state, including Speaker of the House of Representatives Joe Straus, learned more about the development of brackish groundwater supplies during a tour of the Southmost Regional Water Authority Facility in Brownsville. NRS designed and built the facility. After an overview of the plant, NRS management led tours of the facility and explained key aspects of the process that turns brackish water into drinking water for six area communities. As a token of their visit, lawmakers received t-shirts promoting the drinkability of desalinated seawater, which is another water treatment specialty provided by NRS Consulting Engineers.

NRS Completes Guidance Manual for Brackish Groundwater Desalination in Texas

The Guidance Manual for Brackish Groundwater Desalination in Texas is now available online at www.desal.org. Designed as a resource for communities that are interested in exploring brackish groundwater as an alternative water source, the guidance manual was written by NRS Consulting Engineers with funding by the TWDB. A project NRS designed and built, the North Cameron Regional Water Project, is used throughout the guidance manual as a case study to illustrate the process of building a desal plant, from conceptualization to planning, design, construction, and permitting.

Free copies of the guidance manual on CD-ROM are also available by contacting Mike Irlbeck, the director of NRS' regional offices, at 512.236.8500. The guidance manual is also available for download through the website.

NRS Wins South Pacific Project

NRS Consulting Engineers was awarded its first-ever contract for engineering services in the South Pacific. The American Samoa Power Authority (ASPA) has hired NRS to prepare a Water Supply Facilities Plan to allow ASPA to better identify and prioritize short and long term capital improvement projects and operational and maintenance issues for the largest villages on the island of Tutuila, including Pago Pago. American Samoa is a U.S. territory in the South Pacific, and is composed of five volcanic islands and two coral atolls. The project involves planning and developing water infrastructure, which will help alleviate the area's chronic water pressure and source water problems.

NRS looks forward to the challenge of providing innovative water solutions for the island.

North Alamo WSC Increases Supply Through RO

A brackish desalination project designed by NRS and built by WaterBuild for the North Alamo Water Supply Corporation, the Owassa plant, is now operational. A similar project, the Doolittle plant, is nearing the end of construction. Each plant is capable of producing 3 million gallons of water per day through reverse osmosis. Additional capacity is available through blending with other water sources. Both projects were partially funded by the state's Economically Distressed Areas Program.

NRS Consulting Engineers, Texas' leading design firm for brackish groundwater and seawater desalination, celebrated its 20th anniversary in April 2008 with receptions in Austin and Harlingen.

NRS principals Jesus Leal and Joseph W. "Bill" Norris invited friends, family, staff, and clients to the events in order to thank them for the support they've shown the company throughout the years.

"We're happy to share the joy of reaching this milestone with local and state leaders who have given us opportunities to grow, with hard-working employees who have never failed to impress us with their drive and creativity, and with our families who have stood by our sides through good times and bad," said Mr. Norris.

NRS and South Texas clients awarded "2007 Desalination Project of the Year Award" by WateReuse Association in Tampa

The Brownsville Public Utilities Board, North Alamo Water Supply Corp., and NRS received the award at a special luncheon Sept. 10 during the association's annual symposium, held this year in Tampa, Fla. Accepting the award were the Hon. Patricio Ahumada, Jr., mayor of Brownsville, and Joseph W. "Bill" Norris, P.E., and Jesus Leal, P.E., principals of NRS Consulting Engineers, on behalf of their firm and North Alamo WSC.

The Desalination Project of the Year award, says the WateReuse Association, "recognizes desalination projects whose significance and contributions to the community continue to advance the desalination industry."

NRS is the connecting point for the projects, serving as the design, engineering, and construction management firm for North Alamo WSC's network of groundwater desalination plants in Willacy, Hidalgo, and Cameron counties as well as the Brownsville PUB's seawater desalination pilot, located on the Brownsville Ship Channel. The combination of these desalination projects offers the Lower Rio Grande Valley a viable water supply in the face of ongoing drought, declining supplies from the Rio Grande, and a projected population boom in the coming decades.

NRS Tapped to Manage Brownsville Seawater Desalination Pilot Project

NRS Consulting Engineers has been selected by the Brownsville Public Utilities Board to design and manage development and construction of a large-scale seawater desalination demonstration project. The work is the next phase of Gov. Perry's desalination initiative, which is being managed by the Texas Water Development Board.

Brownsville, Corpus Christi, and Freeport are being considered as sites for seawater desalination facilities. Initial feasibility studies on the sites were completed in the fall of 2004; during the 2005 session, the Legislature appropriated additional funds for actual pilot projects. The team assembled by NRS for the Brownsville pilot includes Doosan Hydro Technology (pilot plant process and construction), RJ Brandes Co. (raw water characterization and component siting), Raba-Kistner Consultants (permitting), and Fernandez Group, Inc. (public outreach and report management).

A mid-term update report on the demonstration project, due Sept. 30, will be integrated into TWDB's Biennial Desalination Report to Gov. Rick Perry, Lt. Governor David Dewhurst, and the 80th Texas Legislature. A final report will be submitted in mid-2007, following completion of the 12-month pilot test.

NRS-Designed Facility Awarded State Funding

The North Cameron Regional Water Supply Corp. is one of three projects in Texas to receive funding from the Texas Water Development Board for brackish groundwater desalination demonstrations. The Board awarded the funding at its Jan. 19 agenda. The North Cameron project will track the engineering and development process for the new facility and then create a step-by-step guidance manual that other communities can follow in developing and implementing similar small- to mid-size facilities from start to finish. The North Cameron Regional WSC will produce 2 million gallons of high quality drinking water per day.

CCID #2 Cuts Ribbon at New Pumping Plant

CCID#2 ribbon cutting cermony participants Dignitaries from state and federal agencies helped Cameron County Irrigation District #2 officially cut the ribbon on its new pumping plant July 7. The plant is part of a $15 million infrastructure improvement project managed by NRS Consulting Engineers. It is the first of the water conservation projects funded by North American Development Bank grants to be completed.

The district's new pumping facility replaces a 100-year-old pumping plant as part of a $15 million infrastructure improvement project that will help save almost 12,000 acre-feet of water per year (more than 3.6 billion gallons). The new plant features eight pumps and is designed so that pumping can continue at maximum conveyance capacity even if one of the pumps is out of service for maintenance or repair. In addition, two pumping units are powered by gas-driven engines to ensure competitive power costs and reliable backup power during outages.

Other water-saving improvements include a new interconnect that eliminates the need for a reservoir. The project came in $2.2 million under budget and six months ahead of schedule.

The North American Development Bank and the U.S. Bureau of Reclamation covered the majority of project expenses. Feasibility and planning studies were made possible through grants from the Texas Water Development Board. The Bureau of Reclamation designed the plant; construction was managed by NRS Consulting Engineers.
