NRS Consulting Engineers is part of Befesa, an international company that generates and manages water. With offices in Spain, China, India, Latin America, the Middle East, North Africa, and now the United States, Befesa is able to provide a full range of project delivery services for water and wastewater treatment, including desalination of brackish groundwater and seawater. In the United States, construction of water infrastructure is managed by Befesa WaterBuild.

Befesa and NRS both enjoy strong reputations as leaders in the specialized field of desalination. In 2009, Befesa Agua was named "Desalination Company of the Year" at the Global Water Awards in Zurich, Switzerland. NRS has designed nearly 30 percent of Texas' capacity to produce potable water from brackish groundwater, while also designing seawater desalination pilot facilities for the Brownsville Public Utilities Board and the Laguna Madre Water District.

NRS also wrote the Guidance Manual for Brackish Groundwater Desalination in Texas, which can be read on the Desal Demo website. The guidance manual won a Watermark Award for communications in 2009 from the Texas Section of the American Water Works Association and the Water Environment Association of Texas.
